Our Community Animal Control Officer, Terrilynn Farrell has been officially appointed as an Inspector, under the new Animal Health and Protection Act.

Enforcement of these regulations provides a better general welfare for animals in the Community. The Town of Torbay prides itself on conducting a humane and proactive Animal Control division.

Regulations governing animals in the Town of Torbay:

No animal is to be put in distress

Distress is defined as being deprived of proper care, including: water, food or shelter; being sick, injured, or abused in any manner; being in pain or of suffering undue or unnecessary hardship, deprivation or neglect.

Please note that the acceptable way of keeping animals has changed for the better. This requires higher standards of care for the animal, as well as standards for doghouses.

Any occurrences of animal abuse, neglect or distress will not be tolerated. Those responsible will be subject to appropriate fines and possible prosecution.

No animal is allowed to roam free, become a nuisance, or a threat.

Animals are prohibited from roaming free in the Town. Dogs are prohibited from being off the owner’s property unless on a leash and wearing a Town of Torbay dog tag.

It is important to remember that while you, as the owner, may feel confident and comfortable with animals, many people – including children – may not be. These regulations are in place for the safety and comfort of all our residents – and for the safety and security of your pet.

Any animal that becomes a nuisance or danger to people or other animals in the Town are subject to confiscation, and their owners, to a fine.

In addition, owners are responsible for ensuring their pet does not:
Chase, bite or attack any person
Chase, bite or attack any domestic animal
Damage public or private property

If your pet messes on any property other than your own, you must stoop and scoop the feces immediately. Failure to do so can result in a fine. This is out of respect for other residents and public space.

In Torbay, it is mandatory to license your dog. There is no fee for this license.
