Public Meetings

Residents are advised that Council meetings are open to the public. Limited spaces are available; pre-registration is required by contacting Kim Osmond, kosmond@torbay.ca, or call (709) 437-6532, Ext. 262. Face masks are recommended, and social distancing measures are encouraged.

Public Council meetings are live-streamed via our CivicWeb Portal and YouTube channel.

To participate in the Question & Answer sessions, residents and the general public can email questions to kosmond@torbay.ca before or during the scheduled meeting.


Regular Torbay Public Council meetings are held every second Monday night in the Council Chambers at 6:30 p.m., at the Town Hall and are live streamed via our CivicWeb Portal and YouTube. Should a Public Council meeting fall on a civic holiday, be postponed due to weather or other circumstance, the meeting will instead take place on the subsequent Tuesday night at 6:30 p.m.

Although the general public may attend regular meetings, they are not permitted to participate in council debate unless prior approval is granted.

When individuals or groups wish to make a presentation to the Town Council at the regular council meeting, a spokesperson should be appointed by the group to represent them. Any items to be included on the agenda for the regular public meeting should be submitted to the Town Clerk by 12:00 noon of the Thursday preceding the meeting date. This gives the Councillors time to familiarize themselves with any and all issues.

Meetings are conducted in accordance with the procedures outlined by the Department of Municipal Affairs and Environment.
