
Public Notice | Torbay Development Regulations Amendment #17, 2025
The general public is invited to view Torbay Development Regulations Amendment #17, 2025 (Secondary / In-law Suite Amendment), which is proposing to amend the text of the Torbay Development Regulations 2015-2025, so the Town can consider “secondary suites” and “in-law suites” as permitted uses in single dwellings outright in all residential land use zones. This is one of the first initiatives that is being undertaken following the announcement that Torbay’s Housing Action Plan has qualified for a 2.1-million-dollar grant from CMHC under the federal Housing Accelerator Funding (HAF-2) Program. The Housing Action Plan has identified several initiatives that will assist with accelerating the permitting process of ‘missing middle’ dwelling units to offer more diverse housing options in the Town. This proposed amendment is one of the initiatives.
The public may provide any comments or concerns on the proposed change to the Town in writing before Council proceeds with adopting the proposed amendment. The Town of Torbay Draft Development Regulations Amendment No. 17, 2025, and associated background documents shall be on display at Torbay Town Hall, 1288 Torbay Road, as of March 18, 2025 during regular business hours. The deadline for written comments shall be 4:00 pm, Friday March 28, 2025.
