
Call for Artwork: NL Tulip Festival Temporary Public Art
Opportunity
In celebration of the NL Tulip Festival and the summer equinox, the Town of Torbay is seeking to commission local Torbay artists to create temporary artwork that will be installed on Town property throughout the Community.
The artwork will help activate public spaces and offer bright vibrant colors on large tulip shaped wood
cut-outs for all to enjoy.
The call is open to all Torbay emerging, established and professional artists and/or artist teams, who are
up for the challenge to complete the artwork in such a short timeline!
Artwork must have a protective sealant/coating to protect it from outside weather conditions.
The NL Tulip Festival started in 2022, first hosted by the Town of Bay Roberts. Beautiful Torbay, along
with other NL Towns, have partnered to bring awareness to Garden Tourism and create a unique
experience that can be shared amongst each other for all to enjoy.
With a broad context in mind, artists are asked to paint, double-sided, on pre-cut wooden tulip shapes, a
work that explores floral and nature.
The cut-outs will be installed at the following locations for July-August:
- Torbay Common
- Upper Three Corner Pond Park
- Torbay Beach
- Torbay History House and Museum
General Submission requirements:
- Artist statement/brief overview
- Sketch/draft of proposed artwork
- Confirmation how the artwork (painted area) will be protected from inclement weather (i.e.
type of paint used, etc.)
Budget
The total commissioning budget is $400.00 per cut-out +HST. This fee is considered inclusive of all artist fees, design costs, materials, etc. and is non-negotiable.

Timeline
- Issue Call: June 13th, 2023
- Deadline to submit interest: June 23rd,2023
- Pick-up wood-cut-out: June 26-27th, 2023
- Deadline to submit final artwork: July 7th, 2023
Submissions will be reviewed and a total of 4 artists will be selected and each awarded one (1) of four
(4) locations.
The wood-cut-outs will be available for pickup at Torbay Town Hall between June 26-27 for each
selected artist. The artist must complete artwork on both sides of the cut-out. Each cut out is approx.
3 feet x 3 feet and forms the shape of a basic tulip.
